Every dollar spent on unemployment benefits goes back into the economy and acts as a stimulus. Stop being a Republican capitalist and think outside the box. Paying people to remain unemployed accomplishes what ? Stimulating for short term gains accomplishes what ? Have you any concept of what creates economic growth ?
