I don't necessarily accept the word of the cost guard. Also little demand for specific waivers does not mean that the waiver requirement is not important. For the larger vessels it would not take many waivers to possible be significant, and having the restriction in the first place reduces assistance from foreign ships because some may not even know that they could get the waivers, and others might think the hassle and delay isn't worth it, and so they never apply for one.
