So... Price Anderson does transfer liability DIRECTLY from industry to the government... while the federal cap on off-shore spills merely 'caps' spill liability for private industry... and, what? Leaves those damaged in excess of the cap's limits dangling alone in the wind and forced to fight against the federal damages cap in court under their own steam, while the oil companies have the federal government's law 'at their back' strengthening their defenses against the damage claims from the victims they've created?

(Sweet deals, either way!)
