Would it not be a more respectful thing in times like this for a small civil ceremony and all that money contributed go a good cause.

But isn't the Clinton wedding sort of like a mini-stimulus project? They are spending their money which is creating jobs for people that need to make money to pay the rent and buy clothes etc. Seems like it generates economic activity. If I were an economist, i might start talking about multiplier effects and fancy ideas like that.
