Harbinger/LightSquared are pursuing a wholesale network service model: while that will operate as a 'dumb pipe' in that LightSquared will not initiate QoS to give priority or throttle back classes of service, that does not mean that the MVNOs/FVNOs will not, in turn, impose caps, market levels of service or use QoS mechanisms incorporated into the LTE network.

If we look at the broad picture of how applications and use of networks develop, then it may be said that to do otherwise than shift to open IP for all networks, including wireless BB networks, is the dumbest pipe because it takes in the realm of applications and social network innovations that are otherwise dumbed down. In fact, it is precisely because the walled garden or what some may think is a 'smart pipe' approach has proven to be inadequate to keep up with the innovations ushered in by the iPhone and Android open dev environments that the industry finds itself in a position that there is no turning back... it must pursue a smarter, open world adoption of IP based communications.

In other words, the 'dumb pipe' is only dumb to dummies! ; ^)
