There is definitely a middle ground on these things. First, as with prison labor, you don't want to force the poor to do work that would take away jobs in the private sector. That's win/lose- but I do think you can find ways to train the poor on jobs that would involve government contract anyway.

Many times in the mountains I have come across CCC built projects- very cool. And who is going to do that as a private person? No one. So these jobs make an excellent way to train people- people who should never get something for nothing. I do think welfare, where nothing is required of the person getting the welfare, is insulting. And on top of being insulting, it teaches nothing- except perhaps that you can make a small amount of money by just sitting on your ass.

I would rather spend more, and teach more. Let the children of the very poor have good day care, so their children have educated working role models. Let the very poor train and work- so they know how to do a job, and hopefully learn the skills necessary to get an keep a job.

Breaking the cycles of poverty for the people who are unable to escape on their own won't be easy, but it's worth it, imo.
