Actually, the important quote here is, "I'm very much in favor of tax cuts but not with borrowed money".

Greenspan's statement made one thing absolutely clear: spending is out of control and limits the prospects for economic growth, no matter what. If you're not going to get growth anyway, you may as well raise taxes.

I don't agree with it, but it the implication of his remarks.
