In a setback for Democrats, negotiations between members of the House ethics committee have so far failed to produce an agreement to settle the charges against Democratic Rep. Charles Rangel of New York.

The standstill makes it increasingly likely that Democrats will face a politically embarrassing public ethics trial for one of their party's most senior members in the month's before the November elections.
Faced with that prospect, an increasing number of the party's most vulnerable lawmakers have begun calling on Mr. Rangel to resign from Congress.

Rep. Michael Arcuri became the first Democrat from Mr. Rangel's home state of New York to call on the state's senior Democrat to think about stepping down. Mr. Arcuri said the ethics controversy had begun to hurt the ability of Democrats to govern. Other New York Democrats took steps to distance themselves from Mr. Rangel a few months ago by giving to charity the political donations that they received from him.

More than a half-dozen Democrats have called for Mr. Rangel to step down, including Reps. Debbie Halvorson of Illinois, John Yarmuth of Kentucky, Mary Jo Kilroy of Ohio and John Adler of New Jersey.
