Nannyism can be many things, but essentially, it starts with a an institute for public health. Next step would be a national drug authority or laws that prohibit that citizens buy any kind of drug that they want. The ultimate nanny state prohibits smoking or drinking alcohol in public places, or making laws that can make it illegal to smoke in an office that is used by many people.
