Democratic Rep. Maxine Waters sniffed that "many members" of the House are as habitually sloppy and apathetic toward House ethics rules as Rangel -- her friend and Congressional Black Caucus ally. She'w probably right. Clearly she's an expert on low ethical standards in the House of Representatives. Which doesn't exonerate Rangel, of course. Neither Waters nor Rangel will go quietly into the nite.
