Lindy, carrying an ID card is last century. It's a simple matter for police or the citizenship inspectorate to stop somebody, photograph their eyes, record their voice and perhaps even get a digital image of their fingerprints.

That way, there would be positive and instant documentation. To speed it up, the person could say their name so the computers could easily match their name, voice, irises, fingerprints. Seconds later the person could be on their way - either to whatever they were doing or back to Mexico [or to prison if they are Osama bin Laden].

Heck, with good technology, the person wouldn't need to be stopped. Just use facial recognition software and directional microphones to eavesdrop on a few spoken words.
