Wrong......it was clearly shown by the CBO that they were using the parameters they were asked to use.... It was clearly and painstakingly and repeatedly shown here, BY ME. You wouldn't believe me when I explained that they operated under constraints. You insisted that what the CBO published was truth, not a function of the rules under which they operated. But whether you remember our argument or not, I'm glad to see that you now recognize that what I told you was correct.
