It really doesn't matter from which angles the demand that Americans purchase Healthcare may have been born, it was determined unacceptable and later FORCED on an unwilling citizenry. The article is of no value at all. Just because fragments of either party had suggested mandatory healthcare at one time or another doesn't mean the idea has ever been acceptable. Obamacare is the worst of all hybrids imaginable and by far the least popular idea to date. You can continue drinking Kool Aid, but Americans are very tired of others telling them what they like. They DON'T like it.
