What's best for me may not be best for the economy as a whole. Welfare recipients definitely spend 100% of the money they receive. Intuitively, the $10 they receive from my taxes (and spend within one month) seems better for the economy as a whole than $10 extra going into my savings account (and sitting there in perpetuity). It may be incorrect, but it makes intuitive sense.

Think of it this way. What's better for the economy as a whole - one guy winning $100 million in the lottery, or one guy winning $50 million and 50,000 people winning 2nd prize of a thousand bucks each? Option 2 certainly seems better for all the small businesses around that sell stuff to the 50,000 winners.
