money spent on food/clothing/shelter is actively helping as it circulates through the economy, whereas money sitting in a bank account seems less helpful

The difference is that the government stole $2 to give that welfare recipient $1. Whereas a working individual earned his income as net expense of productive business activity, and invests it into a bank or stock, providing capital to the economy for further expansion of productive activity.
