Lottery money doesn't come from the lottery fairy. People contribute their discretionary dollars to it. Every 50 cents the winner has to spend is a dollar the losers don't have to spend (when you account for the cut the state takes and utterly wastes). That is the problem with magical economics like yours. It completely ignores the fact that to get a dollar for a drone to spend you have to take $1.50 from productive folks. Net everyone is poorer.
