sure, teachers should be rated on job performance. using student test scores to compare teachers is deceit, however. witness the recent study by obama's lead labor economist who found student test scores do not correspond to teacher efficacy. instead, teachers should be rated according to their degree of professional and instructional skill. this is directly observable in practice.

teachers are tested for basic skills, prior to certification. and, they are tested for other knowledge during degree fulfillment. what other testing is needed?
