The finacial backers of the Mosque may not be American's my understanding is that it is being built by/for Americans even if they may get money from elsewhere.

Con-Edison owns most of the property around Park Place-----will Con Ed build the tower.

No its being sold, or has been sold.

I just did a little research. Apparently Soho Properties, a Muslim run American company, bought the building, paying a little under $5mil a little over a year ago. That's only a small portion of the total cost for the project which is supposed to cost around $100mil. One of the investors is Feisal Abdul Rauf (who condemned the 9/11 attacks, but has also made comments along the lines of the US being partially responsible for the attacks because of its foreign policy (specifically that the US was “an accessory to the crime”).

Its not clear (at least not to me) where the bulk of the money is coming from.
