Well if they would have stripped some code and functionality they might also have used Thumb/Thumb-2. But if they wouldn't take the trouble to do one, why would you think they would have done the other?

Simply put, x86 doesn't need a lot of fine tuning to work because of its much higher performance. ARM needs all the help it can get.

As for Q3 time demos on Smartphones, most Smartphones have low res screens, 200x200 to 320x240 for the larger ones. With such a small resolution, even software rendering isn't that slow. And you can turn the settings down to get acceptable times. Anything with the equivalent of a 785G IGP can run hundreds of frames per second on Q3 time demos on such low resolutions with even max settings. Of course V-sync is likely on to save power.
