This is nothing new and has nothing to do with the real "Housing Crisis".....Foreclosures, RE's going Turtle...
Construction industry on its ass, no jobs...

The scene in Atlanta was just a reaction to the Govt. handing out 450 Applications for Free Housing (Apartments) in low income ghetto's....

That has been ongoing for 50 years, our (USA) large cities are magnets for the poor, depressed, jobless, sick, druggies, alcoholics, deranged, etc, etc....

When this starts in the once Middle Class neighborhoods of the semi affluent...the Crisis will indeed become real and bloody....
