There's also the fact that work has been completed on a number of those top priorities. I don't know if people expected that healthcare would stay a top priority after the bill had passed, but I think it makes sense to move on to other priorities when one has completed work on one.

I think one could reasonably argue Obama is guilty of overusing that phrase. But so what? Why does that matter so much?
