Dear Pete, ARM's business model has been to provide CPU IP cores to companies for embedding with customized logic to create products that are highly integrated. This provides low cost and low power for these customers ... Good examples are: smart phones, tablets, HP printers, Pete's toaster, etc, etc, etc ... We will see in the future about entry level PC's and laptops.
