those are local problems well known to anybody living down there.
Living in San Diego for 11 years I am quite familiar with it all.
Passing LAX in rush hours is a problem and can only be done by Pasadena.

As for the down town traffic or just passing through on Interstate 5, just avoid the morning and evening rush hours and it works.

Talking of the traffic to Tijuana these days, it ain't no longer that bad for good reasons.

In Europe, however, the problem isn't just local to places like Ruhr - or Antwerpen thru Megelen to Brussels...

In France, Germany and Italy as well as the small countries in between them, it's a problem of total saturation of the full capacity of all of the highway network, with the rightmost lane serving as nothing but a long parking lot for large trucks.

Even in Germany they still haven't agreed on the only reasonable interim solution: Prohibit ANY passing of trucks in the left lane(s) during day times.

In Central Europe this is an all area problem, whereas it is similar but limited to urban areas only in the US.
