No particularly important reason, but there is no particularly important reason for any other level either, either higher or lower.

There may be no good reason for the dentist to pay a higher percentage than the billionaire, but there is no good reason for the billionaire to pay a higher percentage then the dentist.

There is the fact that he can afford, not just a higher absolute amount, but also a higher percentage, but I've never been much for "From each according to his ability".

And the billionaire is probably making his money from investment income. There is a good reason to have taxes on investment income low (not necessarily lower than ordinary income, they can be the same if ordinary income taxes are low as well). (I know you specifically where talking about "a hedge fundie raking in a half Billion a year", but that leads to specific controversies outside the wider scope of the appropriate tax rate for the very rich, or on investments, so I substituted the more general "billionaire")
