I said they tend to ratify agreements by the creditors, that is not the same as either "tend to do what Obama wants" or "always ratify the agreements of the creditors". Certainly neither of the latter two are true, but I never suggested they where, your either attacking a straw man, or you honestly believe that pointing to an exception to a general trend means there is no trend. Neither makes much sense.
