Actually, most of Europe's traffic jams are limited to big conurbations or related to particular periods like the holiday seasons when millions of Nothern Europeans travel south (to France, Spain, Italy and, beyond Europe, farther south to Morocco, Algeria,...) aboard their own cars, motorhomes or coaches.

You also overlook the fact that, unlike the US, Europe enjoys a densely developed railway network, with efficient, comfy, high-speed trains (like the French TGV). Therefore, for most expats and businesspeople, it makes more sense to travel from Brussels to London aboard the Eurostar TGV, or from Paris to Brussels aboard a Thalys TGV( thalys.com ) --instead of driving their own car.
