So I take it that "yes" that number includes the one off spending from the financial crisis.

If spending went from $1.8tril to $3.8 tril because of one off spending, and then it was going to go back down (even if only say to $3.4tril, rather than way down), your point about one off spending would be an important one (although not all that important since you would still have had an increase of $1.6 tril). But I'd be willing to bet you that this won't happen. The top line will keep growing whether the particular elements are called "one off spending" or not.

I didn't make a point I asked a question.

But if you are including TARP and the stimulus in this years spending I would be willing to bet next years spending goes way down. And the year following Iraq should be out of the picture (knock on wood) and hopefully the Afghanistan mess will be winding towards a conclusion. With the expiration of the Bush stimulus tax cuts we may start moving towards a balanced budget like we had before Bush came to office.
