Hard to say unless I know exactly what's in your $3.8 Trillion.

1 - Why? That's a dollar figure. Whatever you spend it on, that's the government spending money. It would go way down if the government spent a lot less. A lot less might be 25% less, but I'd be willing to accept percentages lower than that.

2 - Everything the federal government spends is in that $3.8tril, but only actual spending, not obligations incurred for future spending, not new loan guarantees, etc.
