I doubt it... at some point the markets wouldn't allow further borrowing.

(And, as to your point, what's the DIFFERENCE if they retain the same old tax rate but CONTINUE TO BORROW the same amount of money? Answer: Interest costs on the money they borrow to finance the deficit. So that way does not gain you anything....)
