That it is. But this particular point (recommended lists for drugs, not this particular change of recommendation status) isn't really a new Obamacare thing. To get rid of it, you would either have to have the government be an open checkbook in terms of drug spending, or you would have to get rid of much of the government's involvement with drugs, at least reduce the FDA's power or activity a bit, while also getting rid of or restructuring Medicare part D.

Its possible that this specific change, is associated with Obamacare (or should I called it Pelosicare, it was mainly formulated in congress), that the extra costs, put extra pressure on the government to cut costs in other ways and this (good idea or bad one) is how they did it. But the idea of having lists of approved drugs is not a new one.
