It isn't a debt to American citizens. If it was it wouldn't be a "self-debt" it would be a real debt, but that's not what it is, either defacto or dejure (for the later see en.wikipedia.org ).

Its a debt to the government from the government. Just like my example of an IOU from my left pocket to my right its a situation where the "debtor" is the "creditor" and thus there is no real debt and no asset.
