Richard Armitage, Colin Powell's Deputy Secretary of State, admitted that he outed Plame. He said he had good reason not to know that she was some clandestine operative as her name had appeared in a non-classified memo(or at least not top secret memo)sent to his office.
Of course, you know what I think, I think that Libby was set up by Powell/Armitage in this whole affair. It's called payback. Recall that Libby is the one who wrote the embarrassing speech that Powell gave to the United Nations about all the WMD in Iraq. Certain parts of the original speech were vetted by Powell and parts were omitted, but this address was given by Powell at the request of the White House because Powell was considered the least loyal of the Bush clan and the one to throw to the wolves should the weakness of the WDM case ever come to light.
When things eventually blew up in Powell's face, Armitage wasn't one to just sit back and take it without a little payback.
There may have been another reason that that they so aggressively went after Libby, but that is quite a bit more speculative and too incendiary to mention here.
