Chadwick, NASA probably sees the Rand Cam engine as being a lightweight alternative to turbocharged gas engines.
Not only are gas engines heavy and complex, but carburetted versions have a need for turbocharging to compensate for altitude.
If the Rand Cam engine is light, simple, and flies upside down at high altitudes without turbocharging, it should be a winner.
Imagine a diesel flying machine.....
