DVF: Arakis wells are found within the box created by 9-10 degrees North, and 29-30 degrees East. Thus, oil has been struck in Southern Kordofan in Northern Sudan and Upper Nile in Southern Sudan. However, there is a real complication in all this: According to the 1972 Addis Ababa peace treaty that ended the first civil war between North and South there was to have been a plebiscite held in Abyei District to determine whether it would be included in the North (where it now resides) or in the South (eithr Upper Nile or Bahr al-Arab provice). The plebiscite was never held, which is one of the grievances the South has against the north. If it were held, it is likely the district would go to the South, and thus as far as I can judge nearly all of the Arakis wells would be included in Southern Sudan. Once one grasps the geography of the oil finds themselves it is understandable why the SPLA is so determined that without a resolution to the civil war the oil pipeline will never pay off.
