Its highly likely they used the same reasoning they used in the past. If they did than the estimate is indeed totally worthless.

If they didn't do the same thing again see
Message 26778011 as to why its almost worthless.

Also even if they did do a real study that would just be developing and presenting their own opinion not some unquestionable statement of absolute uncontestable fact.

Opinion or estimate?


Both. The estimate would be their opinion, and would rely on their assumptions which would also be their opinions. Even if they really did drop the assumption that government spending helps the economy, they still have to make other assumptions. This is not (and can not be) a controlled or reproducible experiment. No one can really know how many job's where created or saved (or even whether the number was positive), its a matter of opinion, the opinion may be the result of some actual analysis, but even when it is, it hardly means it can be considered to be reliable fact.
