I bought big bank preferreds earlier (Bank of America, Citigroup, and a little Morgan Stanley), with similar thinking to you regarding the impact of the Collins Amendment.

It seems like much of the easy money has been made, as the preferreds I bought have already gone 1/2 towards par (I have 6% to 18% gains plus coupons on preferred bought earlier in the year), and I am not sure when or if they might be redeemed. However, I am content to hold them for the time being as they yield around 7%+, and there is always the chance for a positive event.
