I've considered many ways to look at the situation. It's way complicated but I've tried to think of some general pros and cons.

The situation for Rauf is pretty clear. He's a neighborhood Imam with an existing Mosque. Most successful religious leaders grow a community which eventually wants to expand into bigger facilities and which include more provisions. When publicity, even controversy, helps that venue, I don't see any shying away from it. This controversy is likely to bring as much financial contribution as needed for him to build his ideal facility, and popularize his spiritual leadership among like minded persons, even non-Muslims who are attracted to the cultural bridge building idea.

Let's say for the sake of argument we get him to move it:

What are the possible benefits to the general populous for him moving his idea?

* Less open conflict between the subgroup populations, with less potential for blow ups and the local issue can be taken out of the political football field where it does not belong in the first place.

What are the possible benefits to him in moving his idea?

* He might be seen as a compromising person who listened to the complaints of his critics. A better than average Muslim leader by people who have a negative outlook in general toward Muslims.

What are the possible benefits to others for him moving his idea?

*People who fear or resent the presence of Muslim images near Ground Zero can see themselves as victors over at least one Muslim threat and some satisfaction for their accomplishment in this case.

What are the possible negatives to the general population if he moves his idea?

* America could be viewed as a tyrannical and hypocritical culture who has successfully removed a peace loving subculture because they were offended by what the people of that subculture and their artifacts look like. The damage that could cause to our foreign affairs operations is incalculable but devastating might cover it.

What are the possible negative effects to him and his community for moving his idea?

* He would be far less likely to get more funding than he gets for his existing mosque and would be seen as someone who cow tows to people who resent him more than he leads people who admire him. The idea effectively falls into the dumpster of unrealized dreams.

What are the possible negative effects to others?

* They are seen as a bullying force acting counter to the principles and values of their own culture not unlike the British were seen during Ghandi's campaigns.

-----------------------------------------
Let's say for the sake of argument he stays and goes about building the thing.

What are the possible benefits to the general populous for him not moving his idea?

* The potential to move beyond differences and resentment based on simple appearances or religious beliefs is available. This particular group are not violent terrorists and represent the very group Americans have been calling for to make their anti-terrorist positions public.

What are the possible benefits to him in not-moving his idea?

* He might be seen as a person of true conviction and a worthy leader for like minded people. He could be seen a focus for bridge building solutions to the 'American Muslim Problem.' He will very likely receive funding from supporters of the idea.

What are the possible benefits to others for him not moving his idea?

* Others can hold this episode and the way it gets worked out, as an American example of how to bring positive solutions to diverse groups in conflict.

What are the possible negatives to the general population if he does not move his idea?

* Politically it could be very embarrassing for people and politicians who've taken a strong stand against it. There may be violent conflicts around America and in other parts of the world over the disapproval of this.

What are the possible negative effects to him and his community for not moving his idea?

* They could be the targets of resentment and ostracizing social behavior for the rest of their lives, even violent attacks.

What are the possible negative effects to others if he does not move his idea?

* People feeling victimized, living in fear, and resenting the expansion of Islam could become despondent over this outcome.
