People practice it unknowingly. If you live on a geographical position where trade is conducted, if you are (unlucky) to be between to strong powers (Poland, Iran).
If you are on the coastal areas (Mediterranean countries).

If you are invaded by hordes running away from some Huns, or Mongols.

If you have been shipped to Brazil

Historically it has been conducted without any control.
