Tim, I'm fine with government building and maintaining infrastructure. Toll roads is one way to pay for them. Not to mention a great way to encourage mass transit.

I'm also fine with state and local governments funding K-12 education. There's a long history and tradition associated with public schooling, prior to which education was only available to the wealthy minority.

In short, government has always been an instrument by which society is shaped. Limited government doesn't have to be absolute bare-bones minimum government. It just means you draw clear goals and boundaries, then leave the rest to free enterprise.
