Still suggest that you take a quick look at the US Constitution for a refresher, Bill.

(After that, a quick glace at Google can link you to the *specific requests* he made of Congress to implement his desired policies... and how they were frozen out. :-)

Still --- the prisoner population at GITMO has steadily been reduced quite a bit... (but, IMO, it is probably down to a 'hard core' number now.)
