Right.

Because the dynamical and the standard static economic models returned approximately the SAME BOTTOM LINE NUMBERS.

And because:

A) As was measured over the full course of the decade just past.

B) And as was PREDICTED BY ALL THREE of Bush's macro econometric studies at the beginning of his first term (CBO, GAO and Trend Macrolytics, the "dynamical analysis") returned approximately the same numbers.

That's why.

(And they made that clear in the footnote: no significant difference.)
