It takes *both* to make up a budget.

But revenue --- once forgone --- must either be REPLACED (by acquiring new sources of revenue for offsetting the forgone revenues, or by dynamical growth ultimately increasing revenues produced by the remaining tax structure) *or else* is MUST BE OFFSET by matching reductions in current outlays.

Snake oil and mirrors and hot rhetoric won't work... the books must balance.
