They have a dealer distribution system and installers (the bigger ones) buy from SunPower.

If you want to get in as a "one off contractor" it will be tough. Are you a certified installer?

I've seen the cost could be as high as $17,000 for a home system which seems high to me. Do you know anything about home systems?

The cost varies with the size of a system. An average house has roughly a 3 kilowatt array and inverter. The installed cost is roughly $22,000 before tax credits and rebates kick in depending where you live. I do my own systems for myself and a few friends. I can get the cost down to about $3.50 per watt fully installed.

So for a 3 kilowatt system that would be roughly $10,500. (that's just the parts, no labor.)
