People are more likely to be accommodating if you are accommodating to them. They get all angry about having the center at one place, only a couple of blocks away, fine than if it costs you no more money (and it probably wouldn't since politicians and I believe some private sector entities where offering to get other locations for the center, it might have even been economically favorable to the builders of the center). Then you have the sign of good faith, you still have a presence that they can get used to (if that factor is going to play out at all), and likely less anger.

None of this says anything about the appropriateness of the anger. I'm not agreeing with or disagreeing with that reaction here, just noting it exists, and looking in to the psychology of how you get a more positive interaction going forward.

The center at the current location, is IMO defeating its stated purpose of building bridges and achieving more understanding. I think either it will never succeed at this purpose, or the success will be a long time coming.
