This unprecedented capacity expansion by Taiwan sounds like it may lead to a shake-out of higher cost producers around the world. It is the same as what Pohang Iron & Steel (S. Korea) did to ROW in commodity steel and what Shanghai is now doing. I will not go so far as to suggest that it is a "beggar-thy-neighbor" trade policy, but it bears watching at a time when there are already ample signs of overcapacity in the industry.
