Actually I might say the "government can't buy out private companies" idea isn't really so radical. Sure a direct prohibition would be a change (as would any constitutional amendment), but there isn't anything in the constitution that clearly gives the feds the power to buy out the companies in the first place.

As for chances to pass - The one that has the most chance to pass might be the same sex marriage limitation, but more likely than not it isn't going to happen. After that maybe the one making tax increases harder, but its very unlikely. The rest are even less likely.
