If the outdoor antenna height restrictions (between 10m and 30m above ground, 47 C.F.R. 15.709(b)(2)) are relaxed, then outdoor community-based networks are possible.

The database approach will be made to work when radio systems have geo-location capability and can say "Here I am, what channels can I try?" - here is not indoors, today. We are working on specifying relevant capability in 802.11af, and 802.22 has been working on outdoor Regional Access Network since 2004.

The Opinion and Order will be voted at the FCC Open Commission meeting September 23rd, and will provide more certainty. [The notes at the end of 15.713, 15.715 and 15.717 explain that the Office of Management and Budget prevented the FCC from approving any devices under the current law)

The FCC's TVWS Order may be appealed in court [like FCC 08-260 was

page 7, Association for Maximum Service, et al., 09-1080],

but startups should be able to raise money when the TVWS Order becomes law.
