The venture capital industry has never relied on the government to fund its projects or, with ocassional exceptions, to provide R&D to its innovations. I have no idea what innovations the SBA has ever had something to do with. Most of what they do is guarantee loans for minorities and provide a procurement vehicle for minorities to do business with the government.
