Highly targeted tax cuts, esp cuts that are not cuts in rates, but that are credits, particularly refundable credits, are in a way more like spending than a tax cut.

If the government gives you a check for $1000, it doesn't make much practical difference if it does so as a matter of appropriation and budgeted spending, or through the IRS, as part of a targeted refundable credit.

I'm generally no fan of targeted tax cuts. If its refundable it essentially is spending (at least for the part that brings the tax below zero), and even if its not its one more way for the government to make you do what it wants, in order to get some of your money back.
