For some I'm sure it is a tactic. Others like me want it with a BBA, since they think the combination would be great. Still others want it for its own sake, they care more about lower taxes or at least avoiding increases, than the other relevant issues. And for those that it is a tactic it isn't always or I think even mostly about stopping a BBA. A BBA is unlikely anyway. The "tactical" reason to support this is to be considered serious about trying to restrain government growth, whether or not you expect it (or probably in a few cases even want it) to actually pass.
